Project Overview
The NCSA Cyber Security Innovation, Research, and Development (CSIRD) project aims to:

- Establish a national program to coordinate Cyber Security Innovation and R&D (CSIRD) efforts in Qatar
- Develop a comprehensive CSIRD program strategy, implementation plan, and a roadmap for the next 3 years
- Design an operating model for the CSIRD Program Execution Office (PEO) to oversee program execution
- Set up a dynamic portal for data collection and monitoring the impact of program activities
Aligned with Pillar 3 of the Qatar National Cyber-Security Strategy (NCSS), the CSIRD project strives to create a Thriving, Innovative, Data-driven Economy.
Key objectives include:
- Coordinating CSIRD efforts
- Aligning CSIRD initiatives with market needs and national security priorities
- Investing in a Cyber Security Innovation Hub and ensuring the sustained development of the cybersecurity industry
Project Scope
The NCSA CSIRD project is structured into three key stages:
- Assessment & Benchmarking
- Conduct a comprehensive assessment of the current ecosystem and benchmark against global standards.
- Strategy Development & Implementation Planning
- Develop a robust CSIRD strategy, detailed implementation plan, and a 3-year roadmap for execution.
- Program Execution & Monitoring
- Design the Program Execution Office (PEO), create a performance monitoring portal, and ensure knowledge transfer and support for effective program operation.
In addition, the project includes knowledge transfer and support services for the NCSA team to help implement and operate the program.
All phases are interconnected, focusing on collecting and analyzing data about CSIRD strategies and activities globally across nations, sectors, and cybersecurity domains.
